Quebec's offer to supply New England with surplus power from its James Bay hydroelectric projects is complicated by the seasonal nature of the surplus, Canadian reluctance to make long-term supply commitments, and a lack of transmission facilities. Because both Quebec and New England have their peak loads during the winter months, the surplus power would not help New England's need for more generating capacity. Quebec's surplus power can be expected to diminish as growth occurs and catches up with the excess capacity. Political problems of exporting power and Quebec's long-standing effort to achieve a separate status would also make supplies uncertain. A large scale direct transmission line would have to be built because of the difficulty of synchronizing the Quebec and New England power grids.
