Canadian power surges south

The exportation of electric power from Hydro-Quebec's burgeoning La Grand complex on James Bay to the Northeastern United States has major US and Canadian electric utilities rewriting their long-range plans. The American market, once viewed by Canada as only an outlet for sporadic surpluses considering Quebec's own energy projections, now is recognized as a key factor in Quebec's future since the official projections have bottomed out. Stressing that Quebec's hydro will be used only to reduce oil imports while coal conversion and conservation efforts proceed, American utilities like Power Authority of the State of New York (PASNY) and the New England Power Pool (NEPOOL) are proceeding with new American capacity construction. The competition for American business among various Canadian power exporters is addressed and the difficulty in making accurate projections for future energy needs is discussed. 5 figures.
