Pushing to peddle Canadian power

Canada's largest corporation, Hydro-Quebec, is planning to sell its surplus power to the US in order to justify finishing the ambitious James Bay hydroelectric project. Two large orders to supply peak power to the New York Power Authority and the New England Power Pool will send 144 billion kWh across the border until the mid-1990s, but Hydro-Quebec still anticipates a growing surplus that could furnish baseload power for US utilities. The US-Canadian debate over acid rain will, if Canada's position prevails, make coal-generated power more expensive and encourage the US to abandon coal-fired generation. There is speculation that Canada's concern about acid rain may be screening its real desire to sell power. There are also some concerns over Canadian power supply and contract reliability and the effect on US utility structure, if some shift from generators to transporters and distributors. The high costs of the James Bay project during a recession and competition from other new generating capacity may preclude its completion. (DCK)
