Bill proposes hazardous waste cleanup fund

President Carter has been proposed legislation that will generate a $1.6 billion superfund over a four-year period to clean up hazardous waste sites, oil spills, and chemical spills. Emergency authority will be granted to the Federal government to take action when those responsible can not or do not act. Cleanup costs will be recovered from those responsible for the contamination and limited compensation, but not personal injury liability, will be granted to victims. About 80% of the funding will come from industrial fees on hazardous wastes, with the remainder coming from Federal appropriations from general revenues. The chemical and related industries feel the bill places an unfair burden on them and that society should take on more responsibility for solving the problem. The Environmental Defense Fund argues that the fee system may not be adequate and that victims should receive more compensation.
