The Superfund Amendments of 1985 (H.R.3852) would change the 1980 Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) in the area of liability. Among the changes are definitions of terms such as the replacement of Administrator for President and the addition of certain containers for hazardous or polluting substances. Changes to the response procedures broaden the definition of hazardous substances by including contaminated materials and clarifying the definition of pollutants and contaminants. Changes to compensation increase initial obligations of the fund from $1 million and six months to $2 million and 12 months. Other changes affect state credits, federal funds, cleanup standards, and other activities. The document includes the five titles dealing with response and liability, miscellaneous provisions, emergency planning and community right-to-know, oil pollution liability and compensation, and amendments to the Internal Revenue Code.
