Polluters should pay

EPA has proposed the creation of a ''''superfund'' of $600 million/yr to be used to compensate victims of such chemical disasters as the Love Canal debacle in New York. The fund would tax oil and chemical corporations and would make them legally liable for chemical disasters; the fund, which would cover oil spills, hazardous waste spills, and leaking chemical dumps, would spur the government to act immediately in hazardous waste emergencies. Evidence of chemical contamination in Kentucky, New Jersey, Michigan, and Louisana is reviewed. Drawbacks of and obstacles to the fund are considered. Most estimates of total potential cleanup and liability costs for hazardous wastes show that the superfund would be super only in namesome estimates go as high as $6 billion/yr. (1 photo)
