Love Canals by the thousands: who should pay the costly bill

A bill to create a $1.6 billion superfund to clean up hazardous wastes specifies that 75 percent of the fund will come from fees on industries and the remainder from the Federal government. Fines against polluting companies will replenish the fund and will be supplemented by additional fees and taxes as needed. The proposal has been slowed by a congressional inability to define the problem and industry opposition, especially from the Chemical Manufacturer's Association (CMA). First seen as a solution to ocean oil-spill problems, the idea of a superfund has grown with public alarm over Love Canal and other sites. The CMA has no objection to the government cleaning up orphan dump area, but objects to any increase in industry liability. Some safety regulations are being tightened and legislation to impose some fee against industry is seen as inevitable. (DCK)
