A model is proposed for the production of hadrons with small p/sub perpendicular/ at high energies. It is based on the picture of the production in hadron collisions of quark-gluon strings corresponding to the supercritical Pomeron (with ..cap alpha../sub P/(0)>1). The topological 1/N/sub f/ expansion and the color-tube model are used. Formulas are obtained for the inclusive cross sections of hadron (in particular, meson) production in terms of the structure functions and the quark fragmentation functions. The limiting behavior of the cross sections for x = p/p/sub 0/..-->..1 and x..-->..0 is in agreement with the results of the Reggeon theory. It is noted that the inclusion of fluctuations in rapidity space of the ends of the quark-gluon strings, which are related to the internal motion of the valence quarks in the colliding hadrons, permit the experimentally observed growth of the inclusive spectra in the central region with increasing energy to be reproduced when multipomeron configurations are taken into account. The spectra of the created particles and their multiplicity distributions are compared to experiment in a subsequent study.
