Relations between the differences of the total cross sections for hadron--hadron interactions are obtained in the framework of the quark--gluon picture of the strong interactions based on the topological expansion and the string model. A system of equations is found for the contributions of the secondary Reggeons (the rho, ..omega.., f, A/sub 2/ and phi, f' poles) to the amplitudes for elastic scattering of arbitrary hadrons. It is shown that this system has a factorized solution and that the residues of the secondary Reggeons for all the hadrons can be expressed in terms of a single function g(t). The predictions of the model are in good agreement with experimental data.
