Dayton Power and Light Co. (DP and L) wants a decision-making role and the establishment of an owners' group to manage the completion of the Zimmer nuclear plant. When quality-assurance deficiencies forced a halt in construction work at the 97% completion stage last November, DP and L initiated arbitration proceedings. Although none of the parties revealed details of the discussions, more information was revealed at recent rate increase proceedings of the Cincinnati and Dayton utilities. (DCK)
