Zimmer conversion is one of a kind

The decision to convert the Zimmer nuclear power plant to coal firing is discussed. The plant was 97% complete, $1.7 billion had been spent on construction, and another $1.8 billion was needed to ensure that it met Nuclear Regulatory Commission standards. The NRC had ordered a halt to construction of the facility in November 1982 because, in part, it was not assured that the plant was being built in conformance with the plants construction permit. After 14 months of studying the options available, it was decided in January 1984 to convert the plant from nuclear to coal-fired operation at an additional cost of $1.7 billion. The factors that were considered in making the decision to convert the 800-MW nuclear facility to a 1300-M coal-fired plant are discussed.
