Zimmer's nuclear back end matches up with AEP's standard 1300-MW, coal-fired front end, study shows

Cincinnati Gas and Electric (CG and E) announced that studies show the feasibility of building a 1300-MW coal-fired plant at the Zimmer site and its plan for a 1991 startup. An almost perfect matchup will use a coal-fired front end with the nuclear steam turbine for low-pressure reheating and the existing condenser and cooling tower. Cancellation of the 800-MW nuclear project that was near completion because of an alleged quality assurance problem left CG and E with a $1.7 billion investment and another $1.5 billion needed to meet safety requirements. The coal-fired components can be added for $1.7 billion, which includes allowances for funds used during construction (AFUDC). How much of the nuclear part of the investment can be included in the coal-fired plant's rate base is open to question since the cost of the conversion is about half the cost of a new plant, which would also have a nine-year lead time. 1 figure.
