Zimmer cancellation looms; CG and E mulls its options

The imminent cancellation of the Cincinnati Gas and Electric Zimmer plant will make it the first virtually completed nuclear plant to be abandoned unless the utility can get the Nuclear Regulatory Commission (NRC) stop-work order lifted. An independent management audit has produced a managerial restructuring and oversight plant to comply with NRC requirements, but this does not preclude the cancellation option. A cost revision by Bechtel calculates the Zimmer plant's cost at $3.1 billion, up from its original $1.7 billion estimate. This is of considerable concern to the owners, especially Dayton Power and Light, which seeks a larger management role. (DCK)
