The construction plan for the Canadian portion of the Alaska Highway Gas Pipeline calls for installing 36 sections in two phases over a period of 5 years. Phase I covers the 1980-1981 construction of the western and eastern legs of the line, allowing the export of Canadian gas to the US before the 1985 completion of the northern section (Phase II), which will bring Alaskan gas on stream. The Phase I or prebuild plan will provide economic benefits to Canada by allowing short-term exports and by extending the construction schedule for the entire pipeline over a longer time period; construction financing has already been secured and the export volumes approved by Canadian regulatory agencies. Canadian participation in the Alaska pipeline project will ultimately not only provide 300,000-350,000 cumulative man-years of direct or indirect employment but also (1) reinforce Canadian expertise in planning and building northern pipelines, (2) stimulate investment in gas-plant facilities and R and D programs, and (3) promote policies for other energy-related projects.
