Premium for extra Canadian gas seen likely

Canada plans to ask a premium price for near-term exports of natural gas besides other trade concessions from the United States. A U.S. plan to prebuild the southern end of the Alaska pipeline in order to buy surplus Canadian gas (which would be repaid from the Alaskan fields when the pipeline is finished, has been put aside by the Department of Energy (DOE) in order to concentrate on starting the Alaska gas project. Government officials of both countries claim an additional export agreement has not been settled. While a phased-in construction program would mean immediate revenues to Canada, the long-term effect could be that U.S. consumers will pay less for Canadian gas than Canadian users will pay for Alaskan gas. Some of the concessions Canada will seek are equalization tariffs and better access to U.S. markets for petrochemicals and lower trade barriers for beef and other products. (DCK)
