Alaska highway gas line portion due preparatory work

The Foothills Pipe Lines Ltd. Consortium will begin limited preparatory work for southern prebuilt sections of the Alaska Highway gas pipeline project even though regulatory approval has not been obtained. The Canada National Energy Board (NEB) requires Foothills to begin the prebuild project by 11/1/80 in order to qualify for a gas export license. Foothills plans to seek more favorable terms from NEB for the gas export license granted its affiliate company, Pan-Alberta Gas Ltd., on the grounds that the 1.8 billion cu ft of gas approved for export is not sufficient to finance the construction of the prebuilt line. The scheduled 30% increase in the Canadian natural gas export price to $4.47 U.S./thousand cu ft, effective 2/17/80, might lead to reduced gas sales in the U.S., since lower-priced hydropower and residual fuel oil offer energy alternatives. Pan-Alberta will not select a method for sharing sales volume among the more than 300 interested natural gas producers until Apr 1980.
