This bill would limit the jurisdiction of the Federal Energy Regulatory Commission over local distribution company wholesalers of natural gas for ultimate consumption as a fuel in motor vehicles. This bill is for the purpose of ensuring an equal opportunity for natural gas to develop as a vehicular fuel and to remove aspects of the Natural Gas Act regulation that may inhibit the development of natural gas in vehicle fuel markets. Vehicular natural gas shall be deemed to be ultimately consumed within the state in which physical delivery occurs, whether or not combustion occurs in another state.
