Testimony concerning a bill to reinstate and validate two Santa Barbara Channel oil and gas leases enabled members of the Pauley group, a consortium of independent oil companies, to seek redress from changes in federal regulations. After a strict liability standard was imposed on the channel following a blowout, the private insurance market collapsed. S. 506 would allow production at two lease sites to proceed, with the lessees agreeing to file an exploration plan within 45 days and comply with all environmental requirements.
