Ickes, an attorney for Paiute Oil and Gas Company, testified at a hearing on S. 1770, a private bill extending lease No. U-39711 in Utah. The hearing record contains the text of S. 1770 and the testimony of Brown and Ickes. Brown stated that DOI had no objection to the Bill if Congress decides to grant special relief to the leassee, but did propose three technical amendments. Speaking for the mining company, Ickes justified the terms of reinstating the lease on the grounds that the lessee was guided by the Federal Oil and Gas Royalty Management Act of 1982.
