A special oversight hearing on electric rate increases was held on December 11, 1980, in response to concerns expressed by Tennessee Valley residents. Although Tennessee Valley Authority (TVA) rates remain below the national average, the gap is closing rapidly as TVA industrial rates increase twice as fast as the national average. Rate increases affect residents directly because they were encouraged to use electric heat, and indirectly if the area can no longer attract industry. The major issue raised at the hearing was whether TVA's nuclear construction program is excessive and, if so, what to do about it. Witnesses included TVA chairman S. David Freeman, and representatives of the General Accounting Office, the Tennessee Valley Industrial Committee, the East Tennessee Energy Coalition, the Knoxville Utility Board, and a lawyer from the private sector.
