Part 3 of the hearing record covers the testimony of James G. Watt and others of the Department of the Interior (DOI), Chairman Charles H. Dean and officials of the Tennessee Valley Authority (TVA), and Governor Winter of Mississippi and Winifred A. Pizzano, cochairmen, and other representatives of the Appalachian Regional Commission (ARC). The 22 witnesses reported the accomplishments and budget requirements of their organizations. Watt emphasized that DOI generates roughly $14 to $16 billion in revenue, mostly from offshore activities, in highlighting programs to accelerate onshore and offshore leasing. He pointed to the reclamation of abandoned mines program as an example of DOI stewardship. Sharing the witness stand with TVA Directors S. David Freeman and Richard M. Freeman and various program managers, Mr. Dean pointed to a brightening picture for TVA. ARC spokesmen reviewed activities that have improved the social and economic health of the region. (DCK)
