Charles H. Dean, Jr., Chairman, Richard M. Freeman, and John B. Waters of the Tennessee Valley Authority (TVA) board of directors were the principle witnesses at the first day of hearings held to review TVA programs and the impact of the proposed 70% budget reduction. At issue was the expansion of TVA activity beyond the function of producing electric power. Witnesses at two subsequent hearings presented the concerns of legislators from the TVA service area and representatives of environmental interest groups and policy institutes as well as responses from the Office of Management and Budget concerning TVA financing. Supporting material submitted for the record follows the testimony of the 31 witnesses and legislators.
