Users at FERC hearing: submetering too costly

Industrial users of natural gas protested at heatings before the Federal Energy Regulatory Commission (FERC) that they should not be singled out for incremental pricing or submetering costs in order to ensure accurate billing for the utility. A new FERC ruling requires that users be billed to cover the incremental costs of adding new gas supplies. The ruling will be phased in, starting with boiler users, and will require submetering to establish volumes. Witnesses at the Chicago hearing raised the possibility that more metering and standardization of estimating procedures could both prove counterproductive. The users prefer to work out estimates and certifying procedures with their suppliers and some indicated the ruling could encourage some users to shift to other fuels.
