Users oppose gas submetering rules

The Federal Energy Regulatory Commission's (FERC) proposal to require gas used in boilers to be submetered and to apply incremental pricing to gas after the first 300 thousand cubic feet (mcf) is opposed by industrial users who prefer the present system of estimating consumption. Objecting to the cost of submeter installation with no increase in productivity, the users recommend exempting self-help gas from incremental pricing. Large boiler users are also asking for the same advantages given small users and point out that exempting all users from the first 300 mcf is more equitable and less complicated. The proposed ruling could also discourage plants from converting their oil-fired boilers to gas. (DCK)
