Texas lets cogenerators shop around for buyback

The Texas Public Utilities Commission (PUC) has adopted the principle that cogenerators shopping around for high buyback rates are entitled to have their power wheeled by the local utility to other utilities with more attractive buyback terms. Detailed rules are still being worked on, and the commission is receiving comments on how to regulate the practice. Only Texas and Florida have given formal regulatory endorsement to cogenerator wheeling, according to a nationwide industrial user group, the Electricity Consumers Resource Council, Washington, DC. The Texas PUC had previously authorized cogenerator wheeling on a temporary basis, but its April 9 vote was the first broad policy move on the issue. A Texas backer of such wheeling is Houston Light and Power Company, which perceives itself as swamped with cogeneration applications. HL and P wants to limit its buyback obligations.
