Cogeneration in Texas

Texas first became actively involved in implementing the Public Utility Regulatory Policies Act of 1978 two years ago when the Texas Public Utility Commission (PUC) established a policy to seek cogeneration that is cheaper than planned utility generation, with the market determining the amount of cogeneration that will exist in Texas. To date, avoided cost rates have served more as a theoretical cap for payments because of an oversupply of cogeneration. The author explores whether the PUC was right in giving economic benefit to ratepayers a higher priority than national security in setting its policy. He also examines the efficiency of having a competitive market set the price and whether the public interest is served by limiting cogenerators. He concludes that the priorities and policies were appropriate for the time and the state.
