Texas issues cogeneration regulations

The Texas Public Utilities Commission's new cogeneration regulations give first priority for capacity expansion to facilities offering power produced from waste or renewable fuel sources and sets 14 criteria for calculating avoided costs for rate proposals. Other provisions require cogenerators or small power producers to obtain a certificate of public convenience and necessity if they want to sell electric power retail and require cogenerators requiring levelized rates for financing to give up a portion of avoided costs.
