Texas study group on cogeneration issues report on avoided-capacity costs

A report recommending that utilities purchase larger amounts of cogenerated power than Houston Lighting and Power (HL and P) offered bases its finding on an analysis of the 1982-83 period and the utility's need for power supplied by cogeneration. Rejecting the HL and P argument that 600 MW of cogenerated power and the claim that load management techniques would be adeqate for the 1984-95 period, the report details additional capacity needs for each year and recommends the Committed Unit Basis (CUB) approach for payment. Under CUB, rates represent what the utility would pay for a new unit at the time the cogenerator comes on line.
