An investigation into the scientific bases and justification for Environmental Protection Agency (EPA) actions in setting pollutant criteria under the Clean Air Act heard testimony from officials of EPA, the Department of Health and Human Services, the Veteran's Administration (VA), and the General Accounting Office. At issue was the notification process and the haphazard approach of EPA staff to the discovery that certain scientific data of Dr. Aronow's drug-related research on carbon monoxide were falsified. The use of a double standard by the VA in its relationship with the Federal Food and Drug Administration is emphasized and Dr. Aronow underscores the need for sound public health standards based on valid scientific research and for better communications between government agencies. Additional letters and statements and six appendices with documentation follow the testimony of the six witnesses.
