An oversight review of the Environmental Protection Agency's (EPA's) handling of the air pollution control program, particularly the performance of laboratories working on the national toxicology program (NPT), raised questions about procedures, the slowness with which hazardous substances are listed, and administrative delays. Of concern to committee members was the need to obtain scientific information as a basis for deciding on 25 substances under consideration for the hazardous list and the poor performance of certain laboratories as revealed in a General Accounting Office study. The witnesses represented the Department of Health and Human Services, the Food and Drug Administration, EPA, and the General Accounting Office.
