Issues of competition on the Outer Continental Shelf

Private firms compete for the right to develop oil and gas on the Outer Continental Shelf (OCS) through lease sales administered by the Department of the Interior. A central issue surrounding these lease sales is whether sufficient competition exists to provide the federal government fair market value for leased OCS tracts as required by section 18(a)(4) of the Outer Continental Shelf Lands Act Amendments of 1978 (OCSLA Amendments). This article examines the quality of competition for OCS leases among private firms and speculates about the impact of accelerated leasing and other program changes implemented by the Reagan administration. 138 references, 8 tables.
