Fishermen's Contingency Fund: resolving gear conflicts between Outer Continental Shelf hydrocarbon development and commercial fishing

This article describes the enactment, implementation, and subsequent amendment of title IV of the Outer Continental Shelf Lands Act Amendments of 1978 (OCSLA Amendments). Title IV of the OCSLA Amendements is a federal program designed to compensate commercial fishermen for damages to and loss of fishing gear, and for economic loss incurred as a result of oil and gas related activities on the Outer Continental Shelf. The proposed amendments provided for accelerated leasing of acres of the United States Outer Continental Shelf for oil and gas development 148 references.
