Federal Outer Continental Shelf leasing program

The limited amount of known and undiscovered oil on the Outer Continental Shelf (OCS) requires that costly resource development be carefully designed to meet both national energy and environmental goals. Problems facing the new Secretrary of the Interior in 1977 included the need to establish a realistic schedule that would be acceptable to state and local planners as well as to industry and that would involve state and local governments in OCS decisions. A waiting period was scheduled between frontier area sales to allow time for planning and economic recovery. Amendments to the OCS Lands Act will correct many of the problems that have led to litigation by assigning more authority to the bidding system, lease cancellation procedures, compensation for oil spillage and for damaged fishing gear. Pre-lease exploration is recommended to ensure a fair return to the public. The Interior Department's aim in supporting the amendments is to define the rules and eliminate the uncertainties of OCS development.
