Title: Review of CMA recommended fugitive emissions estimation methodologies

Fugitive emissions are defined as organic chemical leaks from process equipment such as valves, flanges, pump seals, etc. Recent studies in the chemical industry have shown that existing SOCMI emission factors are inadequate to accurately estimate fugitive emissions from many chemical processes. With the increasing interest in organic emissions as they relate to air toxics and nonattainment issues, there is a critical need to more accurately quantify fugitive emissions. In response to this need, the CMA has developed a recommended program and published this program in a manual titled Guidance for Estimating Fugitive Emissions. This paper reviews the methodologies for estimating fugitive emissions recommended by CMA.
