Title: Fugitive emissions measurement technique

Fugitive volatile organic compound emissions from chemical processing equipment are regulated either directly or indirectly under Federal and State laws. To respond to the various provisions of these regulations requires the quantification of fugitive emissions from process equipment. This paper examines the sampling analytical procedures and instrumentation available to estimate fugitive organic compound emissions from process equipment such as valves, pump and compressor seals, flanges, pressure relief devices and other similar process equipment. This paper considers five areas that must be addressed when developing a scientifically valid and representative sampling program to ascertain a reliable fugitive emission estimate for a chemical processing facility.
