Fugitive emissions calculation guidelines

Fugitive emissions are defined by the Environmental Protection Agency (EPA) as emissions from equipment such as valves, flanges, pumps, compressors, open-ended lines, pressure relief devices and sample connection systems which are called sources. This paper describes five methods for estimating a plant's fugitive emissions and are intended to help plants prepare their air emission inventory. They are based on two EPA documents: Fugitive Emissions Sources of Organic Compounds - Additional Information on Emission, Emission Reductions, and Costs and Assessment of Atmospheric Emissions from Petroleum Refining. These methods illustrate options and alternatives to assist preparation of air emission inventories. Four methods involve using emission factors for different types of equipment in a particular service. An example of a calculation using emission factors is given.
