Ten witnesses from the construction and real estate sectors spoke at the hearing on appropriate guidelines to substitute for compulsory standards. Information was sought from representatives involved in building, lending, appraising, and utility services on how the guidelines should be disseminated and enforced, and how the government should participate. The witnesses spoke of their concerns for housing and energy costs, and presented their views on which levels of government should be involved in setting either standards or guidelines.
