Nine witnesses spoke at a May 28, 1981 hearing on the merits of consolidating existing energy-conservation programs into a single block grant. A joint proposal for doing this is offered by the National Governor's Association, the League of Cities, the National Association of Counties, and the Conference of Mayors as an efficient and flexible approach. Other witnesses report on the home weatherization program and pending legislation. At issue is the concern that consolidation could undermine program goals and accountability.
