Witnesses at a February 11, 1981 hearing spoke on the appropriateness and technology of disposal facilities to handle hazardous wastes by ocean incineration. The inquiry also addressed the need for land-based terminals and worker safety. The organic and chemical industries, which generate about 60% of hazardous wastes point to successful applications of ocean incineration and the existence of international standards for the design and operation of the vessels. Environmental studies indicate minimal short-term effects. The Environmental Policy Agency requires exhaustive burn testing before issuing a permit. Security and liability are major concerns, and underscore the need for environmentally sound procedures. The concept is of particular concern to the New York-New Jersey area, which was well represented at the hearing.
