Utility penalty hampers buildings; switch to oil

Some customers of Chicago's Peoples Gas Co. have been prevented from fuel switching by the service classification No. 2 in their contracts. The company penalizes customers by charging a higher rate when less gas is used. While not illegal, the practice illustrates the price competition between natural gas and fuel oil which is most intense in the Midwest where there is a surplus of No. 6 oil. Gas users complained that Peoples did not advise them of the penalty clause in their contract until after they switched. Spokesmen from Peoples point out that users must expect a higher rate if they want the freedom to change back and forth. (DCK)
