Pf correction: incentive, not penalty

In September 1978, the Palo Alto (Calif) Dept of Utilities revised its commercial/industrial rate schedule to include a power-factor penalty/bonus clause. Although many utilities have such clauses, the Palo Alto clause is different in concept, because the municipal utility does not really want the penalty money; it is more interested in allowing the customer to spend the equivalent of the annual penalty charge to improve his plant's power factor. It achieves this objective by deferring its penalty charge for a finite period of time, based on a preapproved customer plan for corrective action.
