Palo Alto's incentive to save power: commercial/industrial customers receive bonus for improving power factor

A power factor penalty/bonus clause has been included in the Palo Alto, California electric utility rate schedule in such a way that commercial and industrial customers can use money that would have paid a penalty to improve the plant power factor. The reduced demand can be used to add new customer loads and avoid new plant construction, while reduced line losses will lower fuel costs and power factor correction will improve voltage. The Palo Alto program is described, using examples of customer power corrections. All customers with a 300-kilowatt or higher demand will have an opportunity to participate.
