The bill, as reported, amends the Motor Vehicle Information and Cost Savings Act to provide for application of fuel-economy standards to methanol, ethanol, and natural gas-powered passenger automobiles and light trucks. Since the total miles-per-gallon (mpg) of each vehicle would be calculated over a smaller amount of gasoline, the mpg rating of the vehicle would be higher than if the vehicle operated on gasoline. The bill divides treatment of vehicles into two categories: (1) dedicated vehicles (which use at least 85% of the alternative fuel at all times); and (2) dual-fuel vehicles, which are capable of operating on a range of mixtures of methanol and gasoline or ethanol and gasoline, or capable of operating on natural gas and gasoline. (Natural gas vehicles that alternate between gasoline and natural gas are defined in the bill as dual fuel vehicles, even though they would not actually operate on a fuel mixture).
