Four House bills are described which encourage the replacement of gasoline with alternative fuels. H.R. 168 would establish a program for replacing, by 1995, 10% or more of the gasoline in the US with alcohol and other replacement fuels derived from coal and renewable resources. H.R. 1595 would amend title V of the Motor Vehicle Information and Cost Savings Act to allow adjustments in a manufacturer's fleet average fuel economy for automobiles made by the manufacturer which utilize non-petroleum-based fuels. H.R. 2031 would amend the Clean Air Act to require that all gasoline sold by refineries in the US contain a certain percentage of ethanol or methanol and would amend the Internal Revenue Code to extend certain tax benefits for fuels containing alcohol. H.R. 2052 would enhance the energy security of the US, improve the environment, and expand markets for agricultural commodities by providing for the increased use of motor fuel blended with ethanol. Thirty-three witnesses, representatives from the petroleum industry, engine manufacturers, Department of Energy, Department of Transportation, the automobile industry, and environmental agencies, were heard.
