Witnesses at March 18 and 20, 1980 hearings discussed implementation of the five-year Outer Continental Shelf (OCS) leasing program mandated in 1978. A schedule of leases indicating size, timing, and location of leasing is required along with an estimate of the staffing and funds that will be necessary. Critics attack the program for its speed, some finding it too slow and others too fast. Alaskan interests are particularly concerned that the pace should be increased. The testimony includes representatives of the Federal and state governments, public-interest groups, and the petroleum industry. (DCK)
