Outer Continental Shelf leasing activities. Hearing before the Subcommittee on Energy Conservation and Supply of the Committee on Energy and Natural Resources, United States Senate, Ninety-Eighth Congress, Second Session, June 26, 1984
An oversight hearing on leasing activities on the Outer Continental Shelf (OCS) focused on concerns over protection of the coastal environment and fish resources from oil spills and federal compensation to affected states. A breakdown in federal and state planning because of the Coastal Zone Management Act led to a moratorium on establishing OCS areas. Several of the witnesses reported on the economic impact of these moratoria. Those opposing leasing activity questioned the need for the accelerated leasing program exposed by the administration. Among the 19 witnesses were representatives of the National Ocean Industries Association, oil companies, the fishing industry, drilling companies, environmental groups, and the senators of several affected states. An appendix with additional material submitted for the record follows their testimony.
