Review of outer continental shelf oil and gas leasing. Hearing before a Subcommittee of the Committee on Government Operations, House of Representatives, Ninety-Eighth Congress, Second Session, October 12, 1984
Sixteen witnesses representing the mineral industry, local and state officials of California, health agencies, and environmental and citizen groups spoke at a field hearing in Santa Monica, California over concerns that oil drilling in the Santa Monica Bay will have negative environmental, economic, and social impacts. At issue was the expiration at the end of 1985 of a moratorium on leasing and the subsequent release of these lands to offshore leasing under the Outer Continental Shelf Lands Act (OCS) unless the moratorium is extended. Those supporting energy development cited energy supply needs and a continuing trend toward reduced domestic production of oil and gas.
