Federal coal leasing - Commission on Fair Market Value Policy. Hearings before the Committee on Energy and Natural Resources, United States Senate, Ninety-Eighth Congress, Second Session, March 21 and April 5, 1984
Members of the Commission on Fair Market Value Policy reported their findings on the moratorium Congress placed on the federal coal leasing program, the resumption of lease sales in 1982, and the debate over the 1982 sale in the Powder River Basin. The Commission's report includes 30 recommendations for programmatic improvements based on its decision that continued leasing of federal coal is in the national interest. Secretary of the Interior Clark testified on the second day of hearings on his proposal to implement 29 of the recommendations. Other witnesses included representatives of the mining industry and environmental groups. Two appendices with responses to additional committee questions by Commission members and by the Department of the Interior follow the testimony of 13 witnesses.
