The Department of the Interior's Federal Coal Management Program is reviewed from 1977 through midyear 1980. The function of the coal management program was to establish a leasing program to enable the Secretary of the Interior to lift the moratorium pending the coal leasing which began in 1971 as a result of a Bureau of Land Management study which showed that < 10% of the outstanding leases were in production. Testimony of representatives of state governments, industry, and environmental groups concerning the program's responsibility to coal production goals set by the Department of Energy as well as to alternative demands on land is recorded. Problems in the implementation of the coal management program are discussed. Documents are interspersed with the record of testimony. (BLM)
