Garrey E. Carruthers of the Department of the Interior (DOI) and Dexter J. Peach of the General Accounting Office (GAO) testified about the Powder River Basin lease sale of 1.6 million tons of coal reserves as part of the federal coal management program. At issue were the calculations of fair market value set for the minimum acceptable bids (MABs), which were cut in half by DOI to encourage bidding, at a substantial loss in revenue. The witnesses were asked to review these events and to address the philosophy behind the sudden move to lease vast coal reserves at bargain prices in the context of US energy policy. Mr. Peach reviewed the GAO report documenting the lease sale results. Mr. Carruthers outlined DOI leasing procedures and their merits.
